Paragould police have arrested a Jonesboro man in connection with the alleged rape of an underage girl.
They arrested Roger Dale Winneberger, 28, on a charge of two counts of rape, a Class Y felony.
According to a probable cause affidavit sworn by Detective Lt. Rhonda Thomas of the department’s Criminal Investigation Division, the arrest followed the investigation of a report by an underage girl of sexual abuse.
According to the affidavit, the girl disclosed in an interview that Winneberger had been “sexually active” on several occasions when she was 11 and 12 years old. The alleged victim described at least two sex acts that would constitute rape as defined in the statute. The girl reportedly gave credible details about the incidents, and said they occurred inside Paragould. The investigation revealed Winneberger had access to the victim on several occasions during the time period.
Officers took Winneberger into custody on March 17. He remains in the Greene County Detention Center on $100,000 bond. He also faces federal charges and is being held without bond on those charges.
